It's fully configured and ready to go

So all you need to do is

1. Install "Pcsx2_0.9.6_setup.msi"
2. Extract the ".rar" archive
3. Copy\past the Binary into this path
"C:\Program Files"
4. Now compress your PS2 game into ".iso" format
5. Run Pcsx2
6. In the menu bar choose "file"
7. Run CD\DVD
8. Choose the path of the game and play
